The United Nations agencies and International Non-Governmental Organisations (INGOs) have observed a significant improvement in humanitarian access to IDP sites in the North.
While commending the improved facilities at camps for the displaced, the report noted a decreased military presence inside the camps.
According to the latest UNHCR report, the improved access has allowed more effective implementation of activities to enable a better living condition to the displaced persons. So far, around 4,300 displaced persons, mostly elderly and sick, have been released and the government has announced that another 9,000 have been cleared for release.
As of July 9, the UN World Food Program (WFP) continues to provide dry rations including wheat flour, rice, dhal, vegetable oil and sugar to meet the food needs of the over 280,000 newly displaced IDPs in camps, according to the UN Office of the Resident/Humanitarian Coordinator (UNR/HC). Bread provided to hungry displaced in Sri Lanka
WFP and its humanitarian partners recently provided another lifeline to tens of thousands of people who have fled the recent conflict in Sri Lanka. Thanks to a coordinated initiative between the government, NGOs and the business community, three of Sri Lanka's largest bakeries baked fresh bread for the hungry displaced using ingredients from WFP's food basket.
More than 205,000 loaves of freshly baked bread and buns were distributed to WFP beneficiaries recently as they made their way towards a government screening centre in Omanthai and temporary camps.
The bread - made especially dense to provide additional carbohydrates - was eaten with traditional dhal curry, made from the pulses provided in WFP's food basket. Read more ...

More relief assistance from WFP
The United Nations World Food Program (UNWFP) has agreed to increase relief assistance for the low income communities from US $ 117 million to US $ 135 million with the influx of large numbers of internally displaced persons of the North, Nation Building and Estate Infrastructure Development Ministry Project Director R.H.W.A. Kumarasiri told the Daily News yesterday.
WFP is assisting the Nation Building Ministry in Jaffna, Kilinochchi, Mullaitivu, Mannar, Vavuniya, Trincomalee, Puttalam, Pollonnaruwa, Batticaloa, Ampara, Moneragala, and Hambantota. There are over 433,000 beneficiaries, he said. WFP's largest operation in Sri Lanka started in the aftermath of the December 26, 2004 tsunami, assisting over 918,000 beneficiaries.
It has also been assisting the schoolchildren mid-day meal program in collaboration with the Education Ministry since August 2003. A total number of 393,000 students from 1,615 schools benefit from this program. Read more ...

Access To Displaced Sri Lankans Has Improved
The United Nations humanitarian wing reported today that access to camps in Vavuniya housing some of the hundreds of thousands of civilians displaced by the recently-ended conflict in Sri Lanka has improved, though some delays are still being experienced.
In addition, work on an additional camp in the area had begun, the Office for the Coordination of Humanitarian Affairs (OCHA) said, adding that workers are clearing more areas for future camps.
Last month the Government declared that its military operation against the Liberation Tigers of Tamil Eelam (LTTE) had ended, and that all internally displaced persons (IDPs) had left the conflict zone. The majority of those who fled are said to be in Vavuniya.
OCHA said that, between 27 October 2008 and 8 June, 280,812 people crossed to the Government-controlled areas from the conflict zone, including 3,194 who were registered last week.
It added that as of 8 June, the UN World Food Programme (WFP) had delivered nearly 880 metric tonnes of food to IDPs in Vavuniya. Read more ...

WFP in Sri Lanka: "Easier to reach the hungry"
In recent days, it has become easier for WFP staff to monitor food distributions in the government-run camps housing people displaced by the last wave of fighting in Sri Lanka. Our country director, Adnan Khan, explains that WFP is now feeding 290,000 people in the camps.
The final stages of the long conflict between Sri Lankan government forces and the LTTE Tamil Tiger rebel movement saw thousands of families flee their homes in the conflict-affected northern region. Most of these displaced people (IDPs) are now in temporary transit camps set up by the government. They are dependent on humanitarian aid.

WFP Providing Meals To Thousands Of Sri Lankans Fleeing Civil Conflict
The United Nations World Food Programme (WFP) announced today that it has started providing cooked meals at a government screening point to feed thousands of desperate people fleeing the conflict zone in northern Sri Lanka.
"For many, this will be the first hot meal they have had in days or perhaps much longer," said Adnan Khan, WFP Representative in Sri Lanka, adding that a new wave of more than 3,000 people trapped by the conflict have arrived overnight at Omanthai. Sri Lanka – Complex Emergency Fact Sheet #7 (FY 2009)
From late October through May 7, approximately 196,000 internally displaced persons (IDPs) moved from the contested zone into Government of Sri Lanka (GoSL)-controlled territory, according to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). The figure includes more than 194,000 IDPs in camps in Vavuniya, Mannar, Jaffna, and Trincomalee districts, and approximately 1,700 IDPs in hospitals.
On May 7, an International Committee of the Red Cross (ICRC)-chartered ferry delivered approximately 25 metric tons (MT) of food provided by the U.N. World Food Program (WFP), as well as medical supplies, to the contested zone and evacuated approximately 500 sick or injured IDPs and accompanying caregivers. ICRC noted that security constraints had prevented ICRC evacuations by boat since April 30, and reported heavy fighting near the medical assembly point. Further urgent humanitarian assistance for Sri Lanka
Following the launch on Monday 4 May of an urgent United Nations appeal for emergency international assistance, Australia will provide a further $10 million in humanitarian assistance to meet the critical needs of civilians adversely affected by the conflict in northern Sri Lanka, particularly those in displaced peoples camps or near the conflict zone.
Australia's contribution will be aimed at key areas for assistance including water, sanitation, shelter, food and health care. It will be provided through United Nations agencies, including UNICEF and the World Food Programme (WFP) and Australian NGOs.
The $10 million will include $4 million for UNICEF, $2.5 million for the WFP, $1.5 million to other UN agencies and $2 million for Australian NGOs. Read more ...

Sri Lanka: Vanni Emergency OCHA Situation Report No. 8
- An ICRC chartered ferry delivered 25 metric tons of WFP food and some medicine to Mullavaikkal in the conflict zone on 7 May 2009. The ICRC ferry was also used to evacuate 495 people from the area. For seven days prior to this operation security constraints had prevented the ICRC from reaching the conflict zone.
- UNHCR was engaged in a two day exercise to allocate 300 emergency shelter to Persons with Specific Needs (PWSN) close to medical and water and sanitation facilities in Menik Farm Zone 2.
- ICRC will start distributing food and NFI packs donated by the Government of India for 20,000 displaced families in Menik Farm.

Italy to assist Sri Lanka's humanitarian efforts
The government of Italy has allocated an immediate voluntary contribution of 400,000 Euros to the World Food Programme (WFP), to assist Sri Lanka's Internally Displaced Persons (IDPs).
According to the Sri Lanka Foreign Ministry, the Italian government has taken this decision in response to the joint appeal made by the Sri Lankan government and the United Nations to the international community for assistance.
Italy will grant these funds through a project called "Food for peace building and recovery in conflict-affected areas." Read more ...

Switzerland provides humanitarian aid to Sri Lanka and renews its appeals for compliance with international law
In light of the dramatic situation in the north of Sri Lanka, the FDFA is providing emergency humanitarian aid and continues to insist on compliance with international humanitarian law. The victims of the conflict must be protected and helped, and access by humanitarian actors must be guaranteed.
In addition to its annual budget of CHF 6.5 million allocated to Sri Lanka, Switzerland will now provide additional emergency aid of CHF 1 million for the civilian population affected by the conflict in the north of the country. This aid will be used to co-finance programmes run by the International Committee of the Red Cross (ICRC), the United Nations High Commissioner for Refugees (UNHCR) and the World Food Programme (WFP). WFP Assists 190,000 Sri Lankans Fleeing War Zone
WFP ramped up its assistance to after receiving a request from the Government of Sri Lanka to support its efforts in meeting the basic needs of this massive influx of IDPs. The IDPs are being assisted in more than 40 transit centres and 'welfare villages' set up in Vavuniya and Jaffna.
